Water activated tape does not work without a dispenser. The adhesive is a dry starch that only turns sticky when it is wet, so something has to measure a strip, wet it evenly across its full width, and cut it. Get the right dispenser for your carton volume and the pack bench speeds up. Get the wrong one, or skip the two-minute daily maintenance, and you get the complaint that follows every WAT rollout: “the tape isn’t sticking.”

The four types
1. Manual pull-and-tear dispenser. A tape roll, a small water reservoir with a brush or wick, and a serrated cutting edge. You pull tape across the wet brush by hand, tear it on the blade, and apply. Cheap, no power needed, portable, nothing to break. It is slower and strip length depends on the operator’s eye.
2. Manual dispenser with a measuring wheel. Same idea, but a geared wheel meters a repeatable length as you pull. More consistent than pull-and-tear, still no power. A good step up for a bench that wants tidy, uniform strips without going electric.
3. Electric (electronic) dispenser. A keypad or lever triggers the machine to measure, wet and cut a strip automatically. Better units hold preset lengths (push once for the size you use most) and a manual mode for odd cartons. Typical models handle tape up to about 100 mm wide and dispense a strip in a second or two. This is the workhorse for most fulfilment benches.
4. Automatic case sealer with a WAT head. The carton runs through a machine that folds the flaps and applies a measured strip of water activated tape, adjusting to carton size. This is line equipment, not bench equipment: high single-line volume, one carton profile or a narrow range, and a capital budget.
The volume ladder: which one do you need?
Count cartons sealed per bench per day, at your busiest realistic rate, not the annual total divided by 365.
- Up to ~50 cartons a day: manual, pull-and-tear or measuring-wheel. An electric unit will sit idle most of the day and not pay back.
- ~50 to ~150 a day: electric. This is the clearest win. Packers stop pulling, wetting and cutting by hand; they grab a ready strip. Speed and seal consistency both jump, and tape use per carton drops because there is no guesswork on strip length.
- ~150 to ~400 a day on one bench: electric with preset lengths, and think about a second unit so a jam or a refill does not stop the bench.
- Sustained high volume on a single carton line: automatic case sealer. Below that, the manual feed and setup time of a case sealer is not worth it.
If your daily count sits right on a boundary, look at where it is heading in 12 months and buy for that.
Before you buy: five checks
- Bench space and height. An electric dispenser needs a stable spot within easy reach of the packer, ideally so the strip is applied without the packer stretching or turning. Allow room for the water bottle and a drip tray.
- Power. Electric units need a powerpoint at the bench. Obvious, easy to forget when the bench is in the middle of a floor.
- Tape width and your carton mix. Most carton sealing is done with 70 to 72 mm tape. If you seal a wide range of carton sizes, an electric unit with adjustable or multiple preset lengths earns its keep. If every carton is the same, a single preset or even a measuring wheel is fine.
- Reinforced or non-reinforced. If you use reinforced tape, confirm the dispenser is rated for it. The fibreglass scrim dulls light cutting blades quickly. Electric units generally handle both; light manual units often do not.
- Serviceability. Ask what the wear parts are (usually brushes and the cutter blade), what they cost, and whether they are stocked locally. A dispenser you cannot get a $30 brush for is a false economy.
What it costs to run
- The dispenser: a one-off. Manual units are inexpensive. Electric units cost more up front and, per the general guidance for pack equipment, the productivity usually offsets that within a normal payback window for a bench doing 50-plus cartons a day.
- Water: tap water. Negligible. Some operations use filtered water in hard-water areas to slow mineral build-up in the reservoir.
- Wear parts: brushes and cutter blade, replaced occasionally depending on volume and whether you run reinforced tape. Minor.
- Labour: about two minutes a day for the maintenance routine below, plus a few minutes a week for a deeper clean. That time is repaid many times over by not chasing failed seals.
- Tape: covered in the WAT guide and grade guide. One strip usually seals a carton, so tape use per carton is lower than with plastic tape even though the tape costs more per metre.
The maintenance routine (this prevents most problems)
Every day, start of shift (about two minutes):
- Check the water reservoir is full. An empty or low reservoir is the single most common cause of tape not sticking.
- Look at the brushes or wick. If there is dried starch build-up, the tape is not getting wet across its full width. Wipe or rinse them.
- Run one test strip onto a scrap carton. It should be evenly damp edge to edge and bond within seconds.
Every week:
- Remove and wash the brushes in warm soapy water to clear glue build-up, and let them dry.
- Empty the reservoir, wipe it out (standing water grows mould and slime that clogs the brushes), refill with clean water.
- Clear any paper fragments from the tape path and around the cutter.
Occasionally:
- Replace brushes when they are worn flat or will not come clean.
- Replace the cutter blade when strips start tearing raggedly rather than cutting clean. Reinforced tape wears blades faster.
Common faults and their real causes
Tape comes out dry or only damp in patches, will not stick. Reservoir low or empty, or brushes clogged with dried starch so water is not reaching the full tape width. This is roughly 95% of all “the tape doesn’t work” reports. Refill, clean the brushes, retest.
Tape comes out soggy, curls, or slides off the carton. Too much water. Lower the water level or brush contact. The strip should be damp, not wet.
Frequent jams. Paper fragments in the tape path, or dried glue on the plates and around the cutter. Open the unit, clear the debris, wipe the plates.
Seal peels at the edges after drying. Usually the carton surface: dusty, damp, waxed or heavily coated board does not absorb the starch. Also check the strip is being applied and pressed down promptly while still active. If the carton is heavy, the issue may be tape grade, not the dispenser.
Strips inconsistent in length. On a manual pull-and-tear, that is operator variation; move to a measuring wheel or electric. On an electric unit, check the length setting and the feed rollers for slip.
By operation type
- Small brand, packing in-house, under 50 a day: measuring-wheel manual dispenser. Add custom-printed tape so the seal also does branding.
- Growing e-commerce brand, one or two benches: electric dispenser per bench, preset to your most common carton, manual mode for the rest.
- 3PL or fulfilment centre, multiple benches: electric on every bench, standardised model so training, spares and settings are the same everywhere; spare unit on the shelf.
- Single high-volume product line: automatic case sealer with a WAT head, fed from a case erector.
- Export packer: electric dispenser and reinforced tape; long transit punishes weak seals.

Frequently asked questions
Do I really need a dispenser for water activated tape?
Yes. The adhesive only activates with water. At minimum a manual dispenser wets and cuts each strip; there is no practical hand method.
Manual or electric?
By daily volume per bench. Under about 50 cartons a day, manual. Above that, electric pays back through speed and consistency. Very high single-line volume, an automatic case sealer.
Why isn’t my water activated tape sticking?
Almost always the dispenser, not the tape: reservoir low or empty, or brushes clogged with dried starch so the tape is not wetted across its full width. Refill, clean the brushes, run a test strip.
How much maintenance does an electric dispenser need?
About two minutes at the start of each shift (check water, check brushes, test strip), a weekly brush wash and reservoir clean, and occasional brush and blade replacement.
Can one dispenser run both reinforced and non-reinforced tape?
Most electric dispensers, yes. Light manual units often cannot cut reinforced tape cleanly. Check the rating before you buy.
